Responsibility matrix

The table that assigns who produces, checks and approves each piece of information and each information management task, at high and detailed levels.
Updated 5 November 2026Draft · awaiting review

A responsibility matrix sets out who is responsible for each information deliverable and each information management task on a project. ISO 19650 uses two levels: a high-level matrix that assigns deliverables to task teams, and a detailed matrix that names who produces what, at what level of information need, and when. Many projects also keep a matrix for information management functions themselves.

AAccountable: approves it; one per row
CConsulted: gives input before

Write the EIRA/RCII
Set up the CDEARCI
Write the BEPIA/RCC
Produce discipline modelsIAIR
Run clash coordinationIA/RCC
Deliver asset dataACRR

What it prevents

  • Elements nobody models because each team assumed another would.
  • Elements modelled twice by two teams.
  • Checks and approvals that nobody performs.
  • Disputes later about who should have provided information.

Common mistakes

  • Several "A"s in one row, so accountability is shared and nobody holds it.
  • Organisations instead of people in the detailed matrix.
  • Not updated when the team or scope changes.
  • Disconnected from the MIDP, so responsibilities and deliverables drift apart.

Where to read more

ISO 19650-2 describes both matrices in the tender and appointment stages. National guidance gives templates for information management functions.
